Welcome to the Pretrial Justice Institute, the nation’s only nonprofit organization dedicated to ensuring informed pretrial decision making for safe communities.

The Pretrial Justice Institute created this practice-based, informational resource for, practitioners, policymakers, advocates and others interested in improving pretrial justice. Featured are materials that have been generated from jurisdictions across the country in the course of their bail reform endeavors to reduce inappropriate detention, optimize diversion from prosecution, and maintain community safety.

PREENTRY - Include pretrial in the Second Chance Act Reauthorization for 2011.

Last year, local jurisdictions were allowed to apply for funding under the Second Chance Act to support Jail Reentry (prior to this, only states could apply for Prison Reentry grants). For the 2011 reauthorization, the Pretrial Justice Institute (PJI) is asking the Second Chance Act sponsors, Representatives Danny Davis (D-IL), Howard Coble (R-NC), and Bobby Scott (D-VA), and Senators Patrick Leahy (D-VT) and Sam Brownback (R-KS), to allow – encourage - pretrial functions to be included in any comprehensive jail reentry strategy.

PJI is announcing the Preentry Campaign – The More We Know, The Safer We Are. This statement reflects a universal truth in criminal justice decision-making. Decisions made in the absence of relevant and necessary information are constrained and often wrong. Every day, courts across this country make the best pretrial release or detention decisions they can. But the truth is, in most places the information required to aid that decision is either non-existent or incomplete. Courts should be aided by the objective and neutral assessment of each defendant’s risk and need, completed by a trained professional. Release decisions could then be data-driven, and release options comprised of the best strategies to protect the public and the judicial process.

The term “preentry” identifies the opportunity presented by the pretrial stage of the system, to identify risk and need and set in motion a process that supports, or even reduces the level of need for, jail reentry. In the coming months, we will let supporters of pretrial justice know how they can help advance this campaign.
